Mobs spawn naturally at least 24 blocks away from the player.
Most versions have a hostile mob cap of 70. On multiplayer servers, other players can "take up" this cap, drastically slowing down your farm's rates.
Hostile mobs despawn instantly if they are more than 128 blocks away from a player.
Use water streams to push mobs into a "bubble elevator" (soul sand was not an elevator block in 1.7.10; you must use alternating water and signs) to lift them up about 22 blocks.

This is the most reliable early-to-mid-game option because it provides a steady, predictable stream of mobs. Clear a 9x9x5 room around a dungeon spawner.
